A. Rodney Stewart, RCEMS, Operations Supervisor
Rockingham County EMS requests the submitted financial statement for Board approval of accounting reports billing and collections activity August 2024 approve accounts uncollected that are to be written off. Lists of accounts are maintained and available for inspection in the EMS Office.

B. Trey Wright, Public Health Director
Request approval to add new items the fee schedule:
Buprenorphine / Naloxone, oral less than 10 mg $ Acquisition Costs J0574
Clonidine, oral .1 mg $ Acquisition Costs J8499
RSV Admin $25.00 96381

C. Ronnie Tate, Director of Engineering and Public Utilities
Request Board approval of a water rate change for the Hwy 158 system. The existing rate of $11.78 per 1000 gallons used plus 19.00 fixed monthly fee. The new would change to $12.92 per 1000 gallons used plus a $19.00 fixed monthly fee. This rate change would go into effect on the November bills. This rate increase would be applied to Total Water Bill and Irrigation Meter Fees. This rate increase is due to the City of Reidsville raising water rates to the County 64.77% in October.

D. Todd Hurst, Tax Administrator
Request the approval of all refunds for September 4, 2024 thru 17, 2024.

E. Mandy McGhee, Finance Director
1) Increase Youth Services budget by $1,130 due to additional miscellaneous grant funds.

2) Increase Public Health Department budget by $32,554 due to additional federal grant funds allocated the WIC Program.

3) Transfer $3,742 from Landfill Enterprise Fund to the General Department for replacement of thermocouple at landfill.

4) Transfer funds from Landfill Enterprise Fund to the General Fund Balance Appropriation for Landfill Gas Remediation.

F. Susan Washburn, Clerk to the Board
Request approval of regular minutes.

G. Lance Metzler, County Manager
1. Edit County Pay Plan to reflect the reclassification for Director of Consolidated Health & Human Services to move from pay grade 38 to pay grade 36.

2. Revise Personnel Policy 12: Social Media and Information Technology Use, Section 2: System Network Information Technology Use, Sysytem and Network Activities. This addition is now required in order to be compliance with state law. Added section in red.

A. Erselle Young, Assistant Superintendent
Requesting approval to reallocate Restricted Sales Tax funding in the amount of $125,000.00 from the Outside Lighting project at Holmes Middle and $125,000 from the Outside Lightning project at Morehead High School. This will create $250,000.00 in funding for the Holmes Middle Staircase project. Rockingham County Schools Board of Education approved the replacement of Holmes Middle School’s exterior concrete staircases on September 18, 2024. This request is necessary due to the unsafe condition of the current stairs. After the design is completed the replacement will include demolition of both sets of stairs including the landings and construction new safe staircases.

B. Lindsay Pegg, Tourism Manager
Update the Board on the Outdoor Recreation Master Plan and approval of the Resolution In Support of the Pathways Trails Master Plan for Rockingham County.
