A) Pat Galloway, Finance Director
1. Approval- Increase Sheriff Department budget $25,000 for the Internet Crimes Against Children (ICAC) grant awarded to the department from the NC Sheriff’s Association (NCSA). Funds are awarded to purchase equipment that will be used to preserve evidence on devices such as cell phones and tablets that have been seized from subjects involved in crimes against children. Funding is also awarded to purchase an information server used solely for the ICAC investigators.

2. Approval – Amend FY 2022-2023 Rural General Public (RGP) transportation and Elderly & Disabled Transportation Assistance Program (EDATP) grant revenues $1,732 and $12,481 respectively. This is the amount of unspent grant revenues that were received in FY 2021-2022 and will be carried forward to FY 2022-2023 as grant revenue already received and will be reduced from the amount NCDOP distributes to the County during the new fiscal year.

3. Approval – Appropriation of $297,006 of Public Health Dental Clinic Escrow funds to complete the purchase of the mobile dental clinic unit approved by the Board at the October 3,2022 meeting. Funds will cover the remaining purchase price of $270,000 (amount after deposit of $29,000 from grant funds), taxes and tags of $2,006 and wrap for the trailer of $25,000.

B) Todd Hurst, Interim Tax Administrator
Approval – Tax Collection and Reconciliation Reports for September including refunds for September 21, 2022 thru October 4, 2022

C) Lance MetZler, County Manager
Approval – Appoint Todd L. Hurst as Rockingham County Tax Coliector/Tax Assessor effective October 18, 2022 through June 30, 2023. This appointment will be for a period not to exceed the original appointment of the previous Tax Collector/Tax Assessor which completes that term.

D) Susan Washburn, Clerk to the Board
Approval- Regular Meeting Minutes for August 15, 2022 and September 19, 2022

E) Hiram Marziano, Community Development Director
Approval – Establish a policy for the issuance of refunds through Central Permitting.

F) Trey Wright, Public Health Director
1. Approval – New dental procedure with cost: Assessment of Patient $32.
2. Approval – New codes to be added on the Medical Fee Schedule: Hemoglobin A1C (83036) $13 Photo Screening (99177) $142

G) Leigh Cockram, Director of Economic Development, Small Business and Tourism
Approval – Adoption of the Grant Project Ordinance and associated budget amendment to receive NC OSBM Workforce Development Initiative Grant (S. L. 2021-180) I the amount of $625,000. The County Finance Director will maintain sufficient detailed accounting for this grant and the Rockingham County Economic Development will direct the funds to workforce initiatives. The grant expires June 30, 2024 or when all of the NC OSBM grant fund have been expended.

1. Case 2022-19 – Zoning Amendment: Rezoning from Residential Agricultural (RA) and Light Industrial (L1) to Residential Agricultural (RA) – Clayton M. Doss & Corie W. Doss – Tax PINs: 7939-11-77-0075 – Address GSI Drive & Taylor Road Mayo Township.

2. Case 2022-20 – Zoning Amendment: Rezoning from Residential Agricultural (RA) to Neighborhood Commercial Conditional District (NC-CD) – Chad Carter – Tax PIN: A portion of the property denoted by PIN 7974-01-47-7353 – Address: North corner of intersection of Sandy Cross Road and Giles Road – Simpsonville Township.

B) John Morris, County Attorney
Approval – Consideration of adoption of an Order Closing Hawk Road (SR 1356), Madison Township, being approximately 0.10 miles.

8. PRESENTATION: Ronnie Tate, Director of Engineering and Public Utilities
1. Approval – Construction of a new picnic shelter at the Governmental Center for staff use. Project costs are estimated to be $64,000.00 from County Fund Balance.

2. Approval – Bryant’s Contracting LLC as the General Contractor for Mass Site Grading Project in Reidsville Industrial Park, Lot 11. Contract for grading is $733,468.00.

9. PRESENTATION: Rodney Cates, Emergency Services Director
Approval – Use of Fund Balance to purchase and install brush/deer guards on the ambulance fleet.
