Marvin was born in Richmond County, Georgia to Thelma Scronce Preslar and the late William Parks Preslar Sr. He graduated from Reidsville Senior High School. Along with his father, Marvin is preceded in death by his sister, Lucy Hyatt Krites.

He is survived by his mother, Thelma Preslar; siblings, William Parks Preslar Jr., Beverly Clyde Preslar, and twin, Margaret Preslar Hash along with numerous nieces, nephews and a large group of extended family and friends.
