Born on April 7,1937 in Person County, North Carolina, he was the offspring of the late Samuel Henry Garland and Lou Ella Smith Garland. He entered this world, singing praises to God. Joe was a dedicated member of Refuge Temple in Graham, North Carolina, under the leadership of Bishop Reginald Davis, until he was admitted to the Memory Care facility at Alamance House in August 2019.
