A) Pat Galloway, Finance Director
1. Approval – Appropriate the NC Office of Budget Management (OSBM) Grant in
the amount of $450,000. The OSBM Directed Grant is a pass-through grant to
the Town of Stoneville in the amount of $250,000 and to Rockingham County
Schools (RCS) for $200,000. The Town of Stoneville portion will be used for
generators and police department renovations. The RCS portion will be used
for improvements at the four high school athletic facilities.
2 Approval – Appropriate a Homeland Security Grant Program (HSGP) grant
award of $15,000. The grant was awarded to Rockingham Emergency
Management as the host county to purchase mobile broadband kits that will be
shared with at least two other counties.
3. Approval – Increase Public Health Dental Clinic budget $289,143 for the new
mobile dental clinic operations. A three-year grant from Duke Endowment ha
been awarded and includes $150,000 for fiscal year 2022 operations. The
remaining $139,143 needed for the first year of operations is being funded by
available Dental Clinic Escrow fund balance, which are dental clinic revenues
earned and not expended in previous fiscal years that are restricted for dental
clinic needs.

Approval – Tax Collection and Reconciliation Reports for October including
refunds for October 26, 2022 thru November 8, 2022.
D) Anthony Crowder, Fire Marshal
Approval – Appointment of Harry Sharp, Philip Butler, and Paige Lewis as Fire
Commissioners for the Volunteer Fire Department of Bethany, Inc. to being
01/01/2023.
E) Lindsay Pegg – Tourism Development Authority Board
Approval of TDA Board appointments to replace Dave Peters and Leslie Wyatt
(resignation due to no longer fulfilling the original category of appointment).

10. CONSIDERATION: Ronnie Tate, Director of Engineering and Public Utilities and Bill
Lester with LKC Engineering
1. Presentation of summary of the utility work the County has completed, leveraging of original funding for additional work and the upcoming projects starting.
2. Approval to renovate the existing HELP Inc facility and convert to a County Fitness Center. Funding for the project would come from wellness funds, departmental shared savings and fund balance. Estimated cost of renovation is $127,000.00.
