4. APPROVAL OF MAY 15, 2023 AGENDA
5. CONSENT AGENDA (Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner)
A. Pat Galloway, Finance Director
1. Approval – Increase examiner budget by $10,000 to cover estimated costs through fiscal year end. As of April 2023, expenditures are 10% higher than at the same point in time in the previous fiscal year.
2 Approval – Increase Aging, Disability & Transit Services (ADTS) budget $584 due to increase allocations of USDA grant revenues awarded to the program by PTRC.
3. Approval Increase Tourism Development Authority (TDA) budget $79,000 due to occupancy tax collections in Eden and Reidsville exceeding original budget projections. These tax collections are required to be remitted to the cities as collected.
B. Todd Hurst, Tax Administrator
Approval- Tax collection and reconciliation reports for March including refunds for April 19, 2023 thru May 2, 2023.
C. Susan Washburn, Clerk to the Board
Approval – Regular Board minutes for April 17, 2023 and May 1, 2023
D. Lance Metzler, County Manager
1. Approval- Revise Personnel Policy 6: Leave of Absence, Section 2: Vacation Leave Strikethrough section to be removed.
2. Approval – Edit County pay plan to reflect the reclassification of B1 Report Developer from grade 21 to 22.
E. Hiram Marziano, Community Development Director
1. Approval- Appointment of Mr. Daniel Woods of 1108 Church Street, Eden, NC as an alternate member of the County Planning Board. According to County Tax records, Mr. Woods has resided at this address since 2006.
2. Approval- Resolution in support of the (STIP) Sate Transportation Improvement Plan to be provided to the PTRC RPO.
F. Clyde Albright, County Attorney
Approval – Adoption of a Resolution authorizing payment for acquisition together with temporary and permanent easements over certain properties in Rockingham County, NC for the Sewer Upgrade Project on US 220.

7. PRESENTATION: Ronnie Tate, Director of Engineering and Public Utilities
Six-month update for the Board on operations at the Landfill.
8. PRESENTATION: Dr. John Stover, III, Superintendent
Approval- Restricted Sales Tax projects in the amount of $1,963,975.30 as approved in the 2023-2024 Capital Needs list by the Rockingham Count Schools Board of Education on April 17, 2023. If approved, also requesting approval of Budget Revision reflecting the change.
