5. CONSENT AGENDA (Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner)

A) Pat Galloway, Director of Financial Services

1. Approval –

• Amend the project ordinance and budget to appropriate interest and miscellaneous revenue earned in the project fund totaling $10,421. The amended project ordinance and bUdget will also adjust expenditure budgets to actual and transfer excess funds in the project of $157,258 to the Debt Service Fund for future debt service payments on the outstanding debt.

• Approve budget amendment to close the project fund.

2. Approval – Increase Sheriff Department budget $450 for donations received for the Sheriffs Office K9 Program.

3. Approval- Increase DSS budget $62,240 for year to date residential care and/or educational service payments paid for an individual foster care child that the Sandhills Center has reimbursed the County for. Funds will roll to the next fiscal year and be used in the foster care program.

4. Approval – Regional WalerlWastewater System Improvement Capital Project Fund:

• Amend Capital Project Ordinance and budget to transfer remaining funds of $80,625 to the Water Fund for the Gold Hill BPS Pumps upgrade project (2 new pumps).

• Budget amendment to close the Capital Project Fund.

B) Rhonda Hooker, Library Administration
Approval – Appointment of Vanessa Barham to the Board of Trustees for Rockingham County Public Library system.

C) Todd Hurst, Tax Administrator
Approval – Tax Collection and Reconciliation reports for May including refunds for May 20, 2023 thru June 6, 2023.

D) Susan Washburn, Clerk to the Board
Approval – Regular meeting minutes for June 5, 2023.

7. PUBLIC HEARINGS:

Hiram Marziano, Director of Community Development
Approval – Consider a text amendment to the Unified Development Ordinance that will allow State-licensed entities as by-right uses in the Highway Commercial (HC) Zoning District and as Special Uses in other, non-residential districts. This amendment will also remove Electronic Gaming from Special Use requirements in the HC District.

8. Ronnie Tate, Director of Engineering and Public Utilities
Approval- Enter into a maintenance agreement with the Town of Wentworth for sidewalk maintenance. Approximately 6334 LF of new sidewalks are proposed for the upcoming NC 65 widening project. Maintenance agreement would be a cost share (County labor, Wentworth materials) on expenses related to future repairs to the sidewalks.

9. Clyde Albright, County Attorney
Report to the Board that it is recommended that the County engage the services of a Realtor to sell the Property at 360 Priddy Loop, Stoneville, NC, and to approve the contract with the Realtor. Proceeds of the sale are to be allocated to benefit the Rockingham County Animal Shelter, as directed by the will of Theresa R. Hubbard.
