1. Consideration of approval of a Resolution recognizing and honoring Lieutenant William Donald Bottoms, Jr., a Volunteer Fireman with the Monroeton Fire Department for saving a neighbor’s life.
2. Consideration of approval of a Resolution honoring Rodney Stewart for over 32 years of dedicated service to Rockingham County Emergency Services and to the citizens of Rockingham County.

A. Justin Thacker, Deputy Finance Director
1. Request approval of the updated Scope of Services for the Town of Stoneville to include Town Hall Renovations as eligible expenditures for the OSBM 20533 grant and approval and authorize the County Manager to sign the updated Sub-recipient Agreement between the Town of Stoneville and Rockingham County.
2. Request approval to amend the Rural Operating Assistance Program (ROAP) budget for $11,362 due to less grant dollars awarded to the ROAP program in the Final Disbursement formula. The grant for FY 2025 has been fully expended. The reduction in expenses will be factored in ADTS for monthly expense requests in the following areas: EDTAP $11,362


B. Mandy McGhee, Finance Director
1. Request approval to appropriate Opioid Settlement Funds to cover expenses for year 1 of 3 to implement a NCFIT (NC Formerly Incarcerated Transition) Program that was presented and approved at the 2/17/2025 and 4/21/2025 meetings.
2. Request approval to increase Public Health budget by $100,000 for the Duke Endowment Grant Agreement No. 7106-SP for the 2024 grant payment.
3. Request approval to increase Animal Shelter budget by $12,000 to add audio to all animal rooms. Funding used is proceeds from the sale of the house donated to the animal shelter to come into compliance with Facility Compliance Inspection (Enrichment).
4. Request approval to increase Public Health budget by $30,000 for the Electronic Health Records Grant with Community Care of North Carolina.


C. Todd Hurst, Tax Administrator
Request the approval of Tax Collection and Reconciliation Reports from May including refunds for May 21, 2025 thru June 3, 2025.


D. Susan Washburn, Clerk to the Board
Request approval of Regular Meeting Minutes for the June 2, 2025 Commissioners Meeting.


E. Melissa Joyce, Fire Marshal
Request approval of the Interlocal Agreements for the Provision of Fire Inspections Services by Rockingham County to the Town of Madison, Mayodan and Stoneville.

 

F. Daniel Bare, Town Clerk, Madison
Request approval of appointment to the Planning Board as an out-of-town member:

G. Lindsay Pegg, Tourism Manager
Request approval of Addendum to the 2019 Memorandum of Understanding (MOU) between Rockingham County (RC), the Rockingham County Tourism Development Authority (TDA), and the Dan River Basin Association (DRBA). To authorize an addendum to the existing MOU to support the reconstruction of the Jacobs Creek/Planters Road Dan River Access.

Ronnie Tate, Director of Engineering and Public Utilities
Request approval of Northern Steel Tanks LLC, to construct a 150,000-gallon steel/glass lined leachate storage tank for cells 5, 6, 7 at Landfill. Cost for construction is $581,200.00. Approval of a 10% contingency amount of $58,120.00, for project total of $639,320.00, and for County Manager to be allowed to approve change orders up to $50,000.00 without Board approval. Finance budget amendment attached.
