Recognition of Mark C. McClintock, Rockingham County Tax Administrator, for his more than 25 years of service and dedication to the Rockingham County Tax Department in various areas and as Tax Administrator.
6. RECOGNITION: Melissa Joyce, Deputy Fire Marshal
Recognition of Joel FUllerton, Eden Rescue Squad, and Gerald Strader, Oregon Hill VFD, for both receiving the Life Saving Award.

A) Pat Galloway, Director of Financial Services
1. Approval – Appropriation of $7,000 of 4-H Reserve fund balance to cover fees for youth to attend summer 4-H camp.
2. Approval – Adoption of the Resolution Authorizing Increase in Micro-Purchase Threshold.
3. Approval- Appropriation of $1 ,575,245 of available FY 22-23 School Restricted Sales Tax for FY 22-23 School Capital Projects approved by the Board of Commissioners at the 5/2/2022 board meeting.
4. Approval – Appropriation of NC Opioid Settlement Funds allocated to Rockingham County in the amount of $8,793,200. Funds are appropriated in a Special Revenue Fund. Settlement funds will be distributed to the County over 18 years with the last payment expected in the summer of 2038.
B) Rhonda Hooker, Library Administration
Approval- Appointment of Jacqueline Miller and Nancy Cure to the Public Library Board of Trustees. Their terms will expire July 2025.
C) Rodney Cates, Emergency Services Director
Approval – Consideration of proposed revisions in the County’s COVID-19 Premium Pay Policy to extend the current EMS Additional Shift Bonus through December 31, 2022. This revision is requested to be retroactively applied back to July 1, 2022 so there is no lapse in this program.
D) John M. Morris
1. Approval – Consideration of a Resolution of support regarding the addition of a right turn lane on US Hwy 158 and Wendy Oak Road to enhance the safety of the public traveling in this area.
2. Approval – Consideration of Subordination Agreement by and between Rockingham County, North Carolina, the USDA, the North Carolina Housing Finance Agency and Help, Incorporated Center Against Violence.
E) Susan Washburn, Clerk to the Board
Approval – 2023 County Employee Holiday Schedule
F) Greg Bray, Airport Authority Advisory Board
Approval – Reappointment of Timothy Wyatt and Elizabeth Jorsey to the Airport Authority Advisory Board. Their terms will expire June 2025.
G) Ronnie Tate, Director of Engineering and Public Utilities
Approval- Total change orders forthe 1-73 Sewer Project of $145,915.05. Project is still under projected budget, and funds are available in the project to cover the cost overruns.
H) Rodney Stewart, RCEMS Operations Supervisor
Approval – Consideration of Board approval of accounting reports of billing and collections activity for May 2022, and approve accounts uncollected that are to be written off.
I) Todd Hurst, Interim Tax Administrator
1. Approval- Tax Collection and Reconciliation reports for June including refunds for June 8, 2022 thru June 30, 2022. .
2. Approval – Change Garnishment/Attachment Fee
J) Lindsay Pegg, Tourism Manager
Approval – Consideration of application of a NC Civil Rights Trail Marker which will be one of 50 placed across North Carolina.
K) Ben Curtis, Register of Deeds
Approval – County’s fee chart being changed to reflect the increase in Notary fees from $5.00 to $10.00 due to House Bill 776

Approval of funding for the Rockingham County Indoor Firing Range. Funding for design, permitting and construction is estimated to be $2,500,000.00.
12. CONSIDERATION: Ronnie Tate, Director of Engineering
Approval of Laughlin Sutton Construction as the general contractor for the Hogan’s Creek Booster Pump Station upgrades. Construction estimate is $1,189,500.00 plus 10% contingency of $118,950.00 for total request of $1,308,450.00. Funding for project is from NCDEQ. Request for Board approval for the County Manager to approve single change orders up to $50,000.00.
