4. RESOLUTION – Lance Metzler, County Manager
Resolution honoring the life and service of Matthew Scott Hall, who was an Emergency Medical Technician, Firefighter, a NC Fire and Rescue Instructor and was a member of the Swift Water Rescue Team of Rockingham County, and whose life was cut short by an accident, with him passing on December 25, 2022.

6. CONSENT AGENDA (Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner)
A) Pat Galloway, Finance Director
1. Approval – Increase Fire District Fund budget $2,625. Motor Vehicle Tax (MVT) collections by NCDOR are trending higher than the original FY 23 budget projections; therefore, the MVT fees associated with these collections are anticipated to exceed the current FY 23 budget. The amendment is necessary to cover the anticipated fees through the remainder of the fiscal year and are funded by the MVT revenues.
2. Approval – Increase Fire District Fund budget $110,000 for tax collections in two fire districts that currently exceed or are expected to exceed the original FY 23 budget estimates.
Draper: $90,000
Leaksville: $20,000
3. Approval- Appropriate $13,000 of the Mental Health Maintenance of Effort (MOE) funds to cover the estimated temporary salary costs through fiscal year end.
4. Approval – Appropriate $40,000 of the Register of Deeds reserved fund balance from the Enhancement/Preservation fund for the continuation of the ROD project of having the document books placed into DBS binders
5. Approval- Appropriate $50,000 Duke Energy grant to enhance County Emergency Preparedness. Funds are planned for various items including a Zodiac Raft for the Swift Water Rescue Team, upgrades/subscriptions for the Drone programs, an ID system for county responders and EOC furniture.
6. Approval- Appropriate $50,000 of Public Health Escrow funds held in reserve fund balance to cover the increase in cost of renovations to the Care Coordination 4 Children & Pregnancy Care Management departments.
7. Approval- Appropriate $45,000 in additional CARES Act grant funds awarded to Rockingham County Shiloh Airport by the NC Department of Transportation Division of Aviation.
8. Approval – Appropriate $447,211 of available School Capital Reserve Funds for the Morehead High Cooling Tower Project.
B) Todd Hurst, Tax Administrator
1. Approval – Order Directing Tax Collector to advertise unpaid 2022/23 property taxes as directed by NCGS 105-369.
2. Approval – Tax Collection and Reconciliation reports for December including refunds for January 3rd thru 24th, 2023.
C) Susan Washburn, Clerk to the Board
Approval – Regular Meeting Minutes for January 3, 2023 and January 17, 2023+
D) Rodney Stewart, RCEMS Operations Supervisor
Approval – Consideration of the submitted financial statement of accounting reports of billing and collections activity for December 2022 and accounts uncollected that are to be written off.
E) Clyde Albright, Interim County Attorney
Approval – Adoption of updated Public Records Policy.
F) Hunting & Wildlife Advisory Committee
Approval- Appointment of Commissioner Houston Barrow as alternate to the Hunting & Wildlife Advisory Committee.
G) Amy Roberts, Town Clerk, Planning & Zoning Officer
Approval – Appointment of Todd A. Dalton, to the Planning Board as an out-of-town member.
H) Trey Wright, Health Director
Approval – New Code 82272 – Hemoccult Stool – Single – $7.00. to replace Code 82274 – Hemoccult Stool- Single – $31.00
I) Melissa Joyce, Deputy Fire Marshall
Approval – Appointment of Kenny Tuttle as Fire Commissioner for Shiloh Fire Department to replace Kenneth Tuttle, Sr. who passed away on 1/19/2023.

Approval -(a) Apply for an Recreational Trail Program grant for up to $100,000.00 for the construction of trails on the Governmental Center Campus. (b) Commitment of $25,000 in matching in-kind or volunteer service (c) Commitment to complete the project within 3 years
