A. Captain Jennifer Brown
Consider request to increase Revenue in Sheriff’s Donations budget line $1200.00 reference donations received to be used per donors’ designations for the Sheriff’s Office K9 Program (Budget Line 1104310 4257011). The donations were received July 2024 – December 2024.

B. Rodney Stewart, RCEMS Operations Supervisor
Request approval for the submitted financial statement for Board Approval of accounting reports of billing and collections activity for December 2024 and approval for accounts uncollected that are to be written off. Lists of accounts are maintained and available for inspection in the EMS Office.

C. Tara Muchini, Youth Services Director,
Consider approval of fee for additional services. Service – Interactive Complexity – Rate – $20.00

D. Todd Hurst, Tax Administrator
Request the approval of Tax Collection and Reconciliation Reports for December including refunds for January 8, 2024 thru January 21, 2024.

E. Susan Washburn, Clerk to the Board
Consideration of approval for the Commissioners Board minutes.

F. Mandy McGhee, Finance Director

1. Appropriation of $5,000 of 4-H Reserve Fund Balance to cover cost of 4-H School Enrichment Programming offered in Rockingham County.

2. Consideration of an increase to the Sheriff’s Department budget by $15,000 for grant funds from Nestle Purina Foundation. Funds will be used to purchase a K9 as well as the training and supply expenses of the K9 Program

3. Consideration of an increase to the Tourism budget by $10,000 for grant funds received from Duke Energy for Smith River Access.

4. Consideration of an increase to the Animal Shelter budget by $2,000 to replace water bowls in dog kennels. Funding are proceeds from the sale of a house donated to the animal shelter.

5. Consideration of an increase to the Animal Shelter budget by $1,700 to add Kuranda cat kennels. Funding are proceeds from the sale of a house donated to the animal shelter.

6. Consideration of an increase to the Soil and Conservation budget by $21,214 for the North Carolina Department of Agriculture and Consumer Services (NCDACS) Division of Soil and Water Conservation grant awarded for the StreamFlow Rehabilitation Assistance Program (StRAP).

7. Consider approval of appropriation of $84,236 in interest earnings to date for FY 2025 for Shiloh Airport TRDF Grant Funds to cover project expenditures. Request to allocate contractor sales tax invoice revenues received in FY 2025 in the amount of $8,178.
Approval of adoption of the Grant Project Ordinance for the Hanger projects funded by Transportation Reserve Fund in Session Law 2023-134.

G. Jason Byrd, Conservationist, Rockingham County Soil & Water
Request approval of increase to the Soil and Conservation budget by $20,556 for NC Foundation Soil and Water Conservation grant award for Advancing Soil Health by Increasing District Equipment Rental Program. The Soil Health Program focuses on supporting the farmer’s economic bottom line by providing mini grants to Districts to purchase specialty equipment available for low cost rental for farmer use. This grant requires an additional $8,810 in local matching funds with available fund balance being appropriated to meet this requirement.

H. Ronnie Tate, Director of Engineering and Public Utilities
Consider approval for the renovation at the Register of Deeds Office for relocation of Veterans Court Services. Budget request is for $39,990.00, from Sheriff Canteen Funds. Work includes: renovation, furniture, sprinkler, signage, and data cabling.
