A) Pat Galloway, Director of Financial Services
1. Approval – Increase DSS budget $160,918 for Special Children Adoption Incentive Funds received in June 2023 by the NC DHHS Division of Social Services. Funds are restricted to be spent on Special Children Adoption program costs.
2. Approval – Increase the FY 2024 Cooperative Extension budget $5,581 for program revenues earned and not budgeted in FY 2023. The various program revenues are to be used in the same program as earned.
3. Approval – Amend the RCC Workforce Development Center project ordinance and budget to appropriate interest earnings of $1,888 and sales tax reimbursement of $192,842 that is available for eligible project costs.
4. Approval – Increase Sheriff budget $500 for donation received to be used in the Fans for the Elderly Program. Fans will be purchased with these funds.
5. Approval – Increase TDA Fund Occupancy Tax Revenue projections for the City of Eden and the City of Reidsville in the amount of$60,000 and $50,000 respectively. The occupancy tax collections in FY 2023 came in higher than originally projected and this action will increase the FY 2024 to be in line with revenue expectations for the current fiscal year.
6. Approval- Decrease the Youth Services Fresh Start program budget $6,022. This will align the county budget to the FY 2024 approved NC DPS grant award.
7. Approval – Increase Sheriff Department budget $6,229 for funds received from the Town of Wentworth. Funds are to purchase a tactical remote visualization robot and a Dell Latitude Rugged Laptop.
8. Approval- Appropriate FY 23-24 Opioid Fund operating budget for Strategic Planning Initiative and BHUC Professional Services. Reverse the 7/17/2023 budget amendment appropriating the additional settlement funds to be received over 18 years. It was recently determined that NC General Statutes do not authorize a multi-year budget on
these Settlement Funds. An annual budget is required and therefore must be included in the annual adopted budget ordinance going forward. This amendment will correct FY 23-24 budget.
B) Todd Hurst, Tax Administrator
Approval- Tax Collection and Reconciliation reports for July including refunds lor July 19, 2023 thru August 8, 2023
C) Trey Wright, Health Director
I. Approval – Addition of the following services to the Environmental Health fee schedule beginning September 1, 2023:

• AOWE (a2) IPICA – Improvement Permit and Construction Authorization $180
• AOWE (a2) CA – Construction Authorization – $80
PRIVATE WASTEWATER PERMIT
• AOWE NOI – Notice of Intent to Construct – $35
• EOP NOI – Notice of Intent to Construct – $35
2. Approval- Appointment of Corrine Brooks to the Board of Health and Human Services.
