5. CONSENT AGENDA (Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner)

A) Pat Galloway, Finance Director
Approval – Correct the budget appropriation approved at the March 20, 2023 meeting for the Integrated Health EMS MAT grant. The grant is a three-year grant for the total of $350,000; however, only the first-year amount of $1 02, 160 is being requested as an amendment to the FY 22-23 budget. The remaining two allocations will be included in future annually adopted budget ordinances.

B) Todd Hurst, Tax Administrator
Approval- Tax refunds for April 1,2023 tbm April 18,2023.

C) Rodney Stewart, RCEMS Operations Supervisor
Approval- Submitted financial statement for Board Approval of accounting reports of billing and collections activity for March 2023 and accounts uncollected that are to be written off.

D) Meggan Odell, Senior Director of Transit Services
Approval – Transportation Advisory Board (TAB) members/appointees and the FY 2024 meeting schedule.

E) Lance Metzler, County Manager

I. Approval – Adoption of a Resolution of concurrence for addition of Providence Trail (0.2 miles) off Gold Hill Road (SR 2326) in Providence Glen Subdivision, New Bethel Township.

2. Approval- The Piedmont Triad Regional Council Area Agency on Aging (PTRC AAA) to continue to be designated as the agency with lead responsibility for the county funding plan (DOA 73 I) for three years.

F) Trey Wright, Health Director
Approval – 2022 CFPT Annual Report

G) Amanda Crumpler, Purchasing Agent
Approval – Adoption of Resolution declaring one (1) 2015 Dodge Journey SUY (VIN# 3C4PDDBGI FT596977) as surplus and reallocated to the Rockingham County Airport Authority, 2691 Settle Bridge Rd., Stoneville, NC 27048.

H) Ronnie Tate, Director of Engineering and Public Utilities
Approval – 120 day extension dated from May 11,2023 for the Rockingham County Sewer Agreement with the City of Eden.

7. PRESENTATION: Janice Wilkinson, Rockingham County Planning Committee for Older Adults
Request for approval of the Annual Report for the Rockingham County Planning Committee for Older Adults.

8. PRESENTATION: Derek Southern, Assistant County Manager

A) Approval- Request for Budget Revision to purchase 65 precinct printers. The Board of Elections would like to reduce line item: I 10-1910-412.5015 (Printing) by $9,750 and increase line item: 110-1910-412.6010 (General Supplies) by $9,750 in order to purchase these printers. Each printer cost approximately $150.00.

B) Approval- Purchase 4 new 2023 SUV model vehicles using unspent MOE funds in the current FY 22-23 budget. These 4 new vehicles will replace 4 older, unreliable, high mileage vehicles in the Social Services neet of vehicles. These funds are required MOE funds that must be spent. Funds are available because services to Work First participants were not needed during the Public Health Emergency.

C) Approval – Budget Revision in order to purchase a vehicle for Public Health from the Public Health Escrow.

D) Approval – Budget Revision in order to purchase a vehicle for Emergency Services from the Emergency Fund Balance.
